The Ninoy Aquino International Airport (NAIA) recently obtained a permanent Aerodrome Certificate from the Civil Aviation Authority of the Philippines (CAAP), presented to the Manila International Airport Authority (MIAA). This significant certification, identified as AGA-C-06-2023, validates NAIA’s compliance with CAAP’s standards under Section 2.2.015 (1)(b) and (2) of the Civil Aviation Regulations for Aerodromes (CAR-Aerodromes).
MIAA’s leadership expressed great satisfaction with this accomplishment, highlighting the organization’s unwavering commitment to enhancing operational efficiency, safety, security, and overall passenger experience at NAIA, which serves as the country’s primary gateway. The certification marks a pivotal achievement in NAIA’s journey toward operational excellence and elevates the Philippines’ reputation within the global aviation community.
This milestone traces back to 2015 when MIAA commenced an extensive certification process in collaboration with CAAP. After initially acquiring a temporary certificate in December 2017, MIAA’s Safety Management System Office diligently oversaw compliance measures essential for securing the aerodrome certificate, ensuring alignment with CAAP’s rigorous standards.
Throughout the years, MIAA systematically addressed identified areas for improvement, resulting in a commendable 90.69% effective compliance score by March 2021. Notably, the publication of crucial Aerodrome Obstacle Limitation Surface (OLS) Charts in November 2023 contributed to achieving the permanent Aerodrome Certificate from CAAP.
Before issuing the aerodrome certificate, CAAP rigorously evaluates various criteria, encompassing physical attributes, facilities, services, safety protocols, staff qualifications, operational capabilities, safety management systems, and emergency readiness.
This certification signifies substantial enhancements at NAIA, including improvements in runway systems, adoption of modern air traffic control technologies, implementation of robust safety and security measures, and upgrades to passenger amenities and services.
MIAA acknowledges the concerted efforts and dedication of its entire airport team, notably led by the Safety Management Office, for this achievement. Additionally, the invaluable support and contributions from airport stakeholders, partners, and CAAP played a crucial role in reaching this milestone.
MIAA pledges strict adherence to the terms and conditions of the Aerodrome Certificate, commits to ongoing compliance monitoring, and prioritizes maintaining the highest safety standards moving forward.
Under CAAP’s aerodrome surveillance program, NAIA will undergo routine inspections conducted by the Aerodrome and Air Navigation Safety Oversight Office (AANSOO) of CAAP to ensure continuous adherence to standards.
